Medicaid community engagement requirement: states must apply it by January 1, 2027
A CMS interim final rule sets out who must show community engagement to keep Medicaid, which activities count, and who is excepted or excluded.
The Centers for Medicare & Medicaid Services published an interim final rule that implements the community engagement requirement in Medicaid. The regulations are effective July 31, 2026, and states must implement the requirement no later than January 1, 2027.
The rule specifies which Medicaid applicants and beneficiaries must demonstrate community engagement as a condition of eligibility, the types of qualifying activities, the criteria for an exception, and the criteria for an exclusion. It also covers verification, outreach, and the steps a state must take when it finds a person noncompliant.
