DHS finalizes the alien registration form and the list of documents that prove registration
The final rule keeps the general registration form introduced in March 2025 and adjusts which forms and processes count as registration and as evidence of registration.
On March 12, 2025, DHS designated a new general registration form so that unregistered aliens can meet the registration and fingerprinting requirements in the immigration law. The final rule published on June 29, 2026 responds to public comments on that step.
It amends the lists of forms and processes that may serve as registration forms and as evidence of alien registration. The rule is effective June 29, 2026, and DHS asked for comments on further changes.
Noncitizens who have not been registered through a visa, an I-94, or another listed form.
